Topics discussed by the HCoJ in September

In September 2023 two meetings were announced by the High Council of Justice, one out of which was held (started about 1 hour late), and one – postponed.

Main Findings

  • The High Council of Justice made all decisions unanimously, without any dissenting opinion/questions;
  • Information on holding a meeting was published with violation of the Organic Law – just a day prior, instead of not less than 3 days.

Total 12 minutes were spent on discussing the topics. 
All members of the HCoJ attended the meeting.

Agenda:

  1. Letter from the Head of LEPL Department of Common Courts on the topics related to the budget of Common Courts;
  2. Letter from the Head of LEPL Department of Common Courts on the topics related to the renovation works in Common Courts;
  3. On the provision of petrol to some judges;
  4. Letter from the Head of Service Assurance Department of the Special Penitentiary Service Local Councils of the Ministry of Justice;
  5. Topics related to the High School of Justice;
  6. On determining the composition of chambers/colleges in some district (city) and appellate courts;
  7. Organizational topics.


Main topics/decision discussed during the session:

  • The first topic on the letter from the Head of LEPL Department of Common Courts was on the budget-related topics for the Common Courts. The Council unanimously made decision on the approval of the draft decree.
  • The second topic on the letter from the Head of LEPL Department of Common Courts on the topics related to the renovation works in Common Courts was postponed.
  • The third topic on provision of petrol to some judges was about providing some judges with monetary compensation for fuel. The request was unanimously satisfied.
  • Review of the letter from the Head of Service Assurance Department of the Special Penitentiary Service Local Councils of the Ministry of Justice was postponed as the Council could not make decision on appointing a specific candidate to the position.
  • Organizational topic related to the High School of Justice was on announcing admission competition to the High School of Justice. The HCoJ announced competition unanimously.
  • The sixth topic on the agenda, on determining the composition of chambers/colleges in some district (city) and appellate courts – the Council reviewed request of Vepkhvia Lomidze, a judge of Tbilisi Court of Appeals, on the transfer from criminal chamber to the administrative chamber. All members of the HCoJ unanimously approved the request.
  • The last, organizational topic was declared closed, as Nino Kadagifze, Head of the HCoJ considered in “beyond Council competence.”

Next session was planned for 29th of September but was soon postponed.
