World Justice Project - Rule of Law Index

The rule of Law Index of the World Justice Project assesses the situation in the field of redistribution of government power, absence of corruption, open government, protection of fundamental rights, order and security, enforcement, civil and criminal justice, and gives relevant ratings to countries.

In 2022, Georgia ranks 140th among 49 countries, which repeats the 2021 ranking. If we compare these data with previous years ' ratings, the last two years have been the worst ones ranking-wise, because in 2015 Georgia took the 29th place in the world ranking.

  • Civil justice-Georgia is ranked 68th;
  • Criminal justice-Georgia takes 54th place.
It should be noted that the following components are evaluated in the civil justice section:

  • To what extent can people resolve disputes peacefully and effectively;
  • Is the civil justice system readily available;
  • Is justice free from discrimination, corruption, and improper influence by public officials;
  • Is the trial going on without unreasonable delays;
  • Will decisions be enforced effectively;
  • Availability, impartiality, and effectiveness of alternative dispute resolution mechanisms.

Assessment of criminal justice

As for criminal justice, in this case, the entire justice system is evaluated, including police, lawyers, prosecutors, judges, and prison officers. Georgia is ranked 54th in the 2022 ranking and has declined in the rankings this year by 3 positions.
