Secondment of Judges in 2007-2023 

In the judicial system, the vicious practice of secondment of judges has been a mechanism for promoting or, frequently, punishing judges for years. The Georgian Court Watch decided to study statistic data of the secondments in the judicial system from 2007 till present, November 2023. 

During 2007-2023 the High Council of Judges made 535 decisions on the secondment. It shall be mentioned that the highest number of secondments was in 2009, and a decreasing trend from 2010 is significant.

As for the courts, most cases were related to the secondment from or to Tbilisi City Court. Accordingly, the data shows information by years, in particular: total number of secondments, number of secondments from Tbilisi City Court and to Tbilisi City Court. 

The cases of secondments between court instances are particularly noteworthy and can be assessed as a punishment or promotion of judges.  

During 2007-2023, there were total 25 cases of secondments from the district (city courts) to Tbilisi Court of Appeals and 16 secondments to Kutaisi Court of Appeals. Number of the secondments from the Court of Appeals to the district (city) courts was 12.
